Generically speaking, yes. Yugos were built more robust than the other flavors so tolerances may be slightly different, but we are talking .001"s probably. It would be the luck of the draw as to if you got one that had the correct negative dimension to be pressed on correctly. You may be better off finding a beater M59/66 to do the job for you. Their non-chrome-lined bores are inherently more accurate anyway.
Another option would be to remove said gas block altogether then drill and tap the gas port so as to insert a set screw plug. If you went scope only you could then leave the FSB off as well then cut/crown the barrel and add a muzzle device.
