C&R question as concerns the SKS

Is a paratrooper with /26\ arsenal code and appropriate SN year date still C&R eligible or was it ruled in-eligible because it was modified into a commercial unit prior to import?

To my knowledge the chicoms that are C&R eligible are the ones that were imported from 3rd party countries like all the beaters that came in over the last 5 or 6 years.

According to ATF the "Kehaya and Poyer method" can be used to date Chinese Arsenal 26 SKSs.  They used it on the rifle I asked about.  For example:  56 + 13 = 69.  Note that this applies ONLY to Arsenal 26 rifles.

They go on to mention that the firearm must be in the "original configuration".  Back in the day they used to say the firearm was C&R as long as it wasn't "significantly modified".  Thus ATFs position has changed slightly.

My guess is that a paratrooper model would not be considered in the "original configuration" by ATF.  I would also guess they would say a paratrooper model was "significantly modified".

Kind of what I was thinking Larry. That is more or less what I had told a guy wanting to buy a Paratrooper I have on an 03 FFL. I just wanted to make sure I remembered the correct "interpretation" of the ATF regs.
