It started well before then. The 1033 program was instituted in 1997, it's the program that let police buy military equipment. North Hollywood and Miami happened also. All of which greatly changed the tactics and armament of police. Drugs, drug use, and gangs (often for drug related activities) we're all on the rise then too.
