On ALL led flashlights, the modes are based on the led driver. A driver is small circuit board that controls the volts/amps the led (think neon bulb and ballast) and operating modes. The switch, beit either a tail cap clicker, or a tactical pressure reed switch just provides an open/closed circuit to the driver.
A 3 mode operates as such...
Push 1, switch on to brightest.
Push 2, switch from bright to mid.
Push 3, switch from mid to low.
Push 4, switch from low to off.
A 5 mode will add 2 more pushes to operate SOS and strobe.
There no driver that operates as "I want to hard set my light to medium setting...When i hit the tactical switch, it on/off to medium every time I hit the switch. Only changes modes if I set it to do so."
I think what you want is a single mode on/off, like a surefire....but not at surefire prices.
Don't be fooled by those TV commercials for the "special forces" lamp, that produces a blinding strobe at the push of a button. It doesn't work like that, it takes five pushes to cycle trough the modes to get to strobe. Granted you can build a custom strobe only lamp.
