The memo is from CALGUNS.NET and purports to give advice concerning so-called "off list" firearms. According to the memo only those receivers listed by
exact make and model are covered by the "named list portion" of the CA AWB. Supposedly, if the exact model is not on the list, then it is covered by the "generic definition portion" of the CA AWB. This nuance is significant since supposedly the "generic definition portion" is not quite as restrictive as the "named list portion". According to the memo, it would be posible to create a
fixed magazine AR-style or AK-style rifle using a reciever that was not on the "named list". The memo also says that it would be posible to be posible to create a
detachable magazine rifle using a reciever that was not on the "named list", if that rifle had no "evil features"..
Two points: First, CALGUNS.NET is a private group -- you act on this information at your own risk. Second, a new attorney general could modify the "named list" and you would end up with a CA AW anyway.
