It sounded like pure BS to me. Really weak BS.
It sounded like a comedy sketch. He basically said: (read this in your worst comedy middle eastern accent)
"The reason we haven't hit you again isn't because of your new security procedures. It's that were planning something big. This is really really big. I swear you won't know what hit you. BUUUUT if you agree to a truce, maybe we'll decide not to attack you again. Yeah, truce. It's your only chance. I'm not kidding. I swear otherwise you'll be sorry."
