I somehow didn't read the part of your post that stated you had a chinese SKS. As far as I know, 922 compliance is something C&R SKS rifle owners have to worry about. Chinese rifles are not C&R and therefore you should be able to modify away. So long as you follow CA state and Federal laws.
However, I'd wait or ask another person about 922 compliance, it can get tricky. If you want to be 100% sure, if you start to accessorize, just make sure you have no more than 10 original SKS imported parts.

922(r) compliance is required on every centerfire, semi automatic rifle that is imported into the USA.
It is a law that meant to stop importation of rifles that have certain "military features".
When you call your Chinese SKS a "pre-ban" you are correct in that it was imported before
Bill Clinton banned all Chinese rifles and munitions during his administration.
And If it was imported with bayonet installed,
that means it was imported before the ban on rifles with bayonets was instituted,
which was a bit before Bill's reign.
Other than that, the only real "pre ban" rifles are the ones that have had modifications made to them,
or were imported with military features,
before the actual bans were put into effect.
IOW: If you own
any kind of
imported semi auto, center fire rifle, today
and you want to add things like a detachable magazines,
pistol grips, bayonets, night sights, yada yada,
you then need to make sure that your imported rifle has no more than 10
of the listed batfe imported parts. Known as the 10 or less game,
which is a set of Federal rules.
So if your rifle is in the same configuration as it was when it was imported,
you should not have to do anything as far as 922 is concerned.
State laws can add even more limitations that what the Feds require
