1967 Norinco with bayo - compliance question

Hello, I am afraid I cross posted when I tagged onto a note about my first SKS purchase, so I wanted to move over here. I have a 1967 "26" norinco SKS with tent stake bayo.  I have read that the Chinese SKS models have 14 compliance parts?  If I were to use the ATI monte carlo stock, and add a tapco 20 round mag, wouldn't my rifle be compliant?  Tapco says the mag counts as three compliance parts and the ATI monte carlo must be at least one?  If the Chinese only has 14 parts than I should be okay with 14-3-1 = 10 (at least?).  If this is right I can use the 20 round mag and keep the bayo?  Please correct me if wrong.

 All that being said, I have no intention of messing with my SKS.  It is very nice as-is and I see no reason to change a thing.  However, I have never owned a firearm with so many crazy rules attached and want to understand the damn thing.

  My only other firearms are a Enfield No4 MkI that was sporterized when I got it (replaced a failed wood aftermarket stock with the black ATI monte carlo - and love it).  A Mosin-Nagant (original config) and a 7.35 Italian Carcano (original config).

yes Norinco = 14

The tapco mags only count for two compliance parts as the Chinese rifles never had a floor place to replace. So you get the mag body and follower = 2.
The stock is one and if you have a USA made handgaurd to go with it,
that will be the fourth and final part that you need to replace.
If you don't have a USA handgaurd, you could get a Tapco gas piston for the fourth part.

Yeah, crazy laws.......

Well, it's official. All three of the branches of the Federal Government are using the constitution as if it were TP. RIP Freedom and freewill the old republic has been replaced by a very potent kleptocracy. We're getting what we deserve, I guess.
