 A 59/66 is 15 parts, since it has a muzzle attachment; you would have to replace 5 parts or more; the
 stock is 1 part, the upper handguard is 1 part (usually if you replace the stock, you replace the
 handguard as well), the magazine body is 1 part, and the magazine follower is 1 part.

 You are still 1 listed part short.

The gas piston would be the logical choice.

The Tapco 20 rd magazine counts as 3 Sec 922r Compliant Parts. The stock and handguard are 2. That makes five.

Wrong.  While the Tapco mags does add three US-made parts, it only subtracts two imported parts (no floorplate in the Yugo SKS).  922(r) counts the number of remaining imported parts.

  As these guys have said, no, the magazine body and follower each count as a part, but the floor plate does not, since the original mag does not have a floor plate;

 That's why I counted the parts individually in my initial post.

When I bought my gas tube I got the operating rod too because it was only a few extra dollars and didn't add anything to the shipping cost. It doesn't count as anything but the way ATF can change their minds I figured one day they might count it so I just went ahead and got both. Just a thought.

Ummmm . . . it's the gas piston you'll want.

As Carl mentions, you should get the stainless "operating rod" as well.  (ATF said it's not counted on the SKS, but be safe for a couple bucks.)

Jeepers, we wrote gas tube, gas piston is what you want.  Thanks for the correction Larry!

This post helps but, I got the Tapco T6 stock for my Yugo, and the package says that it counts as three 922r compliant parts. I'm assuming the stock (1), the upper handgaurd (2), and the pistol grip (3). Is this correct?  If so the detachable magazine would  count as two and make it legal.  Right?

No, again, you cannot count parts that you are not replacing.
An SKS never had a PG so adding one doesn't reduce the number of foreign parts
