Guys, let's remember that despite the title he was asking about a bolt CARRIER, not an actual bolt.  (look at the picture)

So other than my guess that it's a commercial Chinese bolt carrier, does anyone else have any other theories?

Thanks for pointing that out, I corrected the title to "Bolt Carrier" rather than bolt.
