Forum changing characters after posting?

Is anyone else noticing that the forum is changing a lot of characters of the text?
Example I?m betting it will add a question mark in this post in place of the apostrophe.

I noticed that.  I figured it was from folks posting from smart phones.

I think it's just the posts monitored by the Feds.  :)

Its the Chinese.  Some sort of coding change among the websites, because nothing changed here.  I notice copy and paste puts question mark symbols in place of spaces and quotes now.

More than likely it's an encoding error caused by a major update.

No man, it's not some sort of psyops.  We are nowhere near important enough to get that kind of attention.
