Along with confiscation of most semi autos and pump action shotguns, nearly all guns were registered outside of what was banned and confiscated. It was a case of mass compliance. However, since then people have bought many more guns, still in compliance with registration and legally allowed types. Predictably the black market gun sales has reportedly thrived as well, yet this attack was not done with banned weapons, and we will see if they actually admit origins of them.
Apparently they had multiple bolt action rifles with them, I guess that would explain how after the guy disarmed the one attacker, he then retreated to the bridge and started shooting again, and in the video you can see yet another rifle on the ground.
