 We have another thread running on this; I read the bid, and they are buying 92,000 rounds total, spread over a bunch of different offices in different regions, with a bunch of targets as well;

 It's a training order; they have a security/LE arm for the facilities they man, and that amount is about right to do qualifications and training for a bunch of people spread all over the place......

 For an organization of any size, that's not really a large ammo order.

According to NOAA, the specialized agents are supposed to have 200 rounds in their "duty bag," and qualification and training requires another 500-600 rounds per agent.
