Odd serial stamping.

I came across a Ruskie at one of the last shows and it had "CCCP" stamped infront of the SN on the reciever. It looked like an arsenal stamp. Any ideas?

Can't remember date.
Non refirb.
EPed SN on GT. (had to pass...)

The letters CCCP are the Russian cyrilic equivalent of USSR.  

I've never heard of it being stamped on the actual rifles though.
