Option 2:

Small quiet back up generator and a bathtub or basement water bladder.

Buddy of mine had the hand pump upgrade put into his well pump when it needed to be changed out and serviced. He also has one of these in his basement.

Exactly what I was thinking, solar or wind powered.  Look at the pictures of the western US.  Many windmills that pump water from deep underground into a big stock tank...no noise and constant water.  You need something that doesn't require a fuel that has to be replenished.
